To be able to view the css of an element using firebug in its active or hover state, all you need to do is to select style and then select the option: Show User Agent CSS.

Then reselect the element, and select the style tab menu, and you can then click on the active, or hover state of the element.

I have noticed this seems to be quite a common problem over the past few years, and there is a lot of documentation on it which can be confusing as it says a lot about using mod_suphp which isn't really needed.
